The City of Killeen, Texas, is hiring for the position of Assistant Director of Finance. This full-time role offers a salary of $104,612.35 annually and requires the successful applicant to assist the Executive Director of Finance in planning and directing the operations of the Finance Department. Key responsibilities include preparation of the city-wide annual budget, financial reports, and management of compliance with city policies and procedures.
Responsibilities
The Assistant Director of Finance will perform several critical duties to ensure the efficient functioning of the Finance Department:
- Finance Department Operations: Assists the Executive Director in managing department operations and the reporting of financial and technical information.
- Financial Management: Organizes and directs Finance Department activities including cash management, investments, bond issuances, fiscal studies, and City Council agenda items.
- Accounting and Budgeting: Manages accounting operations, including preparation of the city’s annual financial report and audit. Coordinates the development of the city’s annual budget, financial forecasts, and budget execution support for other departments.
- Compliance and Policy Implementation: Develops and maintains financial policies, procedures, and internal controls to ensure compliance with City and departmental regulations.
- Financial Reporting and Analysis: Prepares and presents financial reports and analyses to City Council and other stakeholders.
- Grant Management: Assists with contract management and reporting for grant-funded programs.
- Staff Supervision: Supervises personnel within the Finance Department, provides leadership, and ensures the department’s smooth operation in the absence of the Executive Director.
- Additional Duties: Represents the City at various conferences and meetings, manages workload and technical issues, and ensures adherence to the City’s attendance policies.
Required Qualifications
To be eligible for this position, candidates must meet the following qualifications:
- Educational Requirements: A Bachelor’s degree in Accounting, Finance, Business, Public Administration, or a closely related field from an accredited four-year college or university is required. A Master’s degree is preferred.
- Experience: At least seven (7) years of progressive governmental accounting and/or finance experience, including supervisory experience.
- Professional Certification: Possession of an accounting designation such as Certified Public Accountant (CPA), Certified Government Financial Manager (CGFM), or Certified Government Finance Officer (CGFO) is preferred.
- Licensing: A valid driver’s license is required at the time of hire, with the expectation of obtaining a Texas Driver’s License within 90 days.
Skills and Abilities
Applicants should possess the following competencies:
- Knowledge: Understanding of governmental accounting theory, public finance, ERP systems, financial software, GAAP, GASB, FASB, and GFOA standards.
- Technical Skills: Proficiency in operating computers, financial software, and various office equipment.
- Analytical Skills: Ability to prepare and analyze complex financial reports, maintain effective financial systems, and implement internal controls.
- Communication: Strong verbal and written communication skills to present financial data to various audiences, including City Council and other government bodies.
- Leadership: Experience supervising finance teams, developing staff skills, and ensuring efficient departmental operations.
- Adaptability: Ability to adapt to changing financial regulations, ERP systems, and departmental priorities.
